Delta’s Paper Cup Rollout Gives U.S. Airline Buyers a Procurement Test

Delta’s Paper Cup Rollout Gives U.S. Airline Buyers a Procurement Test

October 16, 2026

Delta’s completed paper-cup rollout gives U.S. airline buyers a practical procurement test: can a replacement perform through cabin service, and can the arrival station handle it as intended? Its 2025 Delta Difference Report records a global rollout in 2025. Delta released the report on May 12, 2026. For purchasing teams reviewing cabin disposables this October, the useful next step is a specification tied to named flights, kitchens and waste handlers.

Delta’s completed rollout and 2026 pilot timetable

Delta reports replacing onboard plastic cups with redesigned paper cups across its global operations. The design replaces two cup types, accommodates one-handed separation and fits galley storage. Delta says the cups can be recycled or composted where airport facilities exist. Its report also describes a refreshed onboard recycling pilot beginning in 2026: collected recyclables return to catering kitchens with established infrastructure. A separate pilot on select inbound international routes was anticipated for fall 2026; this remains a planned milestone in the cited report. The airline’s 65% landfill-diversion target for 2035 and 100% target for 2050 concern the customer onboard travel experience. These are company goals. The purchasing implication is to give the service item and its recovery arrangement separate acceptance criteria. A successful sample trial establishes handling performance. A signed collection arrangement establishes who takes the used item. Neither alone demonstrates how much material actually reaches a recovery facility. Record the baseline item count, replacement weight, unused returns and rejected collections before expanding a trial. That creates a useful comparison even when stations have different waste services.

U.S. arrival rules belong in the purchasing brief

USDA’s Animal and Plant Health Inspection Service describes regulated garbage from aircraft arriving from outside the continental United States, except Canada. Its definition includes plant- and animal-derived waste and other refuse associated with it. The agency also specifies conveyance-history criteria, including movements involving Hawaii and U.S. territories. Offloading, transport, storage and processing must follow APHIS-approved activities; compliance agreements formalize procedures for responsible handlers. The current APHIS guidance, last modified June 9, 2026, is therefore a necessary input to a U.S. station’s waste plan.

Buyers should have their caterer and waste handler determine the applicable procedure for each proposed service. A paper, wooden or PLA item does not establish its own handling route. Ask how food-associated disposables will be segregated, marked and transferred, and how any permitted recycling arrangement is documented. Treat the return leg as a separate operating case. A collection method accepted at one station should not silently become the assumption for every flight in the contract.

Two catalog options for a controlled purchasing trial

For a beverage-service trial, XHANCO’s 8 oz PLA-coated paper cup, XH-FD-001, provides a specific starting format. It is a paper cup with a plastic lining. This listing does not identify Delta’s cup construction. A buyer could use samples to evaluate working fill level, lid engagement, nesting and leakage under the proposed drink and holding conditions; confirm the finished specification before ordering.

For a wrapped meal-service trial, the XH-WK-22 wooden disposable cutlery kit lists birch or bamboo wood and customizable composition, wrap and logo options. Specify the selected wood, pieces and wrapper construction. Test the assembled kit against the menu, opening method and tray layout. Request evidence for each component before approving a disposal statement for the complete set. These are catalog application examples for buyers developing their own programs.

An RFQ checklist for airlines and catering teams

A usable request for quotation should let suppliers price the same operating requirement and let the station team assess the resulting waste stream. Include:

  • Service and route: Name departure and arrival stations, operating kitchen, cabin, aircraft or galley configuration, menu, service frequency and expected units per flight. Identify who owns the trial decision.
  • Finished construction: Require a bill of materials covering the main item, coating, inks, adhesives and wrapper. Define permitted substitutions and require written approval when any component changes.
  • Performance limits: Set beverage temperature and holding time for cups, or menu and load tests for cutlery. Agree pass criteria for leakage, separation, rim fit, breakage and wrapper opening.
  • Evidence package: Ask for applicable food-contact declarations and reports matched to the finished product and intended use. Require separate support for any compostability, recyclability or plastic-reduction claim proposed for passenger communications.
  • Station handling: Attach the agreed segregation and handover procedure, responsible companies, accepted materials and required approvals. Define the fallback collection instruction when the preferred recovery service is unavailable.
  • Supply and packing: Request unit and carton dimensions, packing counts, sample schedule, production lead time, delivered cost and replenishment plan. Check how opened packs and surplus stock will be controlled between services.
  • Measured rollout gate: Agree trial duration, crew feedback, failed units, unused returns and collection records. Expand only after the airline, caterer and station handler review the results and resolve exceptions.

Use the first trial to produce an approved item specification and a station handling sheet that staff can follow. Teams evaluating the catalog examples can send XHANCO their route, menu, packing and sample requirements for a specification-based quotation.
